Harris Planning Commission revises dog and kennel rules, removes four code sections

At its July 28 meeting, the Harris Planning Commission redefined ‘‘kennel,’’ added Minnesota Statute 347.59 to the animal code, and changed inspection frequency; commissioners approved the changes 4–1 and unanimously voted to delete four older code sections.
The Harris Planning Commission on July 28 approved updates to the city’s dog and kennel ordinance that redefine what constitutes a kennel, add a statutory reference, and alter inspection timing.
Commissioner Shari Denny moved to change Section 154.03 (Definition of Kennel/Animal) to define a kennel as “any place where five or more of any combination of dogs, cats, and/or rabbits, over four months of age, are boarded, bred or offered for sale.” Denny’s motion also added Minnesota Statute 347.59 to Section 154.34(3)(a) and amended Section 154.34(4)(b) so that, after two successful inspections, inspections may occur every other year. Commissioner Al Siedow seconded the motion; the measure passed 4–1, with Commissioner Neil Elmquist opposed.
The commission then voted unanimously to remove four sections of the municipal code. Commissioner Neil Elmquist moved to delete Sections 90.12 (Notice to Owner), 90.13 (Reclaiming Impounded Dog), 90.15 (Selling of Impounded Dogs), and 90.21 (Shod Animals Prohibited on City Streets). Chairman Jeff Borash seconded and the motion carried.
During approval of the consent agenda, Commissioner Al Siedow moved to approve the June 23, 2025 regular meeting minutes as amended. Commissioner Shari Denny questioned one line in the Fish Lake Dock paragraph that attributed a paving proposal to “Anderson,” saying she believed the mayor had proposed paving that section of road; City Clerk Shannon Geier said the record would be corrected. The minutes were approved as amended.
There were no public comments on the proposed dog and kennel ordinances. Chairman Jeff Borash opened and closed the public hearing with no speakers. Commissioner reports were not offered, and the commission adjourned at 8:12 p.m.
The ordinance amendments approved July 28 revise the municipal code’s definitions and inspection schedule and insert a state statutory reference; the effective date and any administrative steps for updating the code were not specified in the minutes.
