Planning Commission reviews revised dog-boarding ordinance; public hearing set for July 28

City Planner Claire Stickler presented an updated draft of a dog-boarding and kennel ordinance to the Harris Planning Commission on June 23 and outlined several recommended edits requested by commissioners.
Commissioners asked that kennels be made subject to an Interim Use Permit (IUP) in the R2 district and that Section 154.XX(1) be revised to require the stated materials "with the IUP application." They requested removal of the clause in Section 154.XX(1)(i) concerning "approximate months, days and time periods per week employees will be overseeing kennel operations." Commissioners also proposed adding a new requirement for compliance with Minnesota Statute 347.58, renumbering "Permit Inspection and Enforcement" as Section 154.XX(4), and changing Section 154.XX(4)(a) to route enforcement "through the Interim Use Permit application process." Additionally, they asked to strike Section 90.22 (Revocation of license or permit) from the Chapter 90 table of contents.
Commissioner Shari Denny said she would check with Chisago County about which providers the county uses for facility inspections and proposed considering scheduled re-inspections after a set number of years. The Planning Commission scheduled a public hearing on the draft ordinance for July 28, 2025.
Next steps: staff will revise the draft ordinance language per the commission's direction and prepare the item for the July 28 public hearing, at which the commission will take public comment and consider further action.
