Kittery Planning Board approves preliminary and final site plans for Kittery Community Center renovations

The Kittery Planning Board voted 6-0 on May 28 to approve both preliminary and final site plans for exterior renovations at the Kittery Community Center, 120 Rogers Road.
Robert Adams of Tighe & Bond presented updates to the plan, summarizing peer review comments and a recent site walk. The board opened a public hearing and heard remarks from Lois Marshall of the Conservation Commission; Celestyne Bragg, involved with the KCC board strategic planning and capital campaign; Gerri Luke, KCC Board Chair; and Jeremy Paul, KCC Director. Speakers raised concerns about the delineation of the boundary and signage between the Community Center and Rogers Park; Adams addressed those boundary and signage questions during the meeting.
Board discussion covered project phasing and a construction management plan, turning‑lane considerations, the project timeline, a proposed diverter valve, and a connector path to School Street. Member Dutch Dunkelberger moved to approve the preliminary site plan; the motion was seconded by Member Justin Gonsalves and passed 6-0. Dunkelberger then moved to approve the final site plan; the motion was seconded by Gonsalves and passed 6-0. Vice Chair Ethan Bensley read the findings of fact into the record and the board approved the project with stated waivers.
The approvals allow the project to advance to permitting and construction phasing discussions. Specific construction and permitting conditions, and any subsequent changes to the scope or timeline, will be managed by town staff and reflected in future filings and minutes.
