Starmont board approves curriculum guide, vendor agreements and snow-removal contract; requests bus bids

The Starmont Community School District Board on Oct. 14 approved a set of routine operational items including policy adoptions, vendor agreements and service contracts and authorized staff to solicit bids for a new school bus.
In a series of unanimous 5-0 votes, the board adopted a package of board policies covering student conduct, administrative procedures and related exhibits (including policies 502.10, 503.09 and related exhibits, 603.01, 700, 505.05, 103 and related forms, and multiple 506 series and 506.2 items). Julie Uhlenkamp moved to approve the policies and Jacob Moellers seconded the motion.
The board also approved the Secondary Curriculum Guide and authorized a School-Based Special Education Facilitator position to be provided through Keystone Area Education Agency; both motions passed 5-0. Administration reported there were no excess costs for English Learner services in the prior year as they considered applying for the Modified Supplemental Amount (MSA) for EL excess costs.
Operational approvals included a snow-removal contract with Jacob Corbin at $200 per hour per truck and $635 per ton of salt; the board accepted an agreement with Snyder & Associates (scope not detailed in the record); and it approved a PowerSchool services agreement for $8,687.32. The board also approved updated extra-curricular expectations and a letter to the Iowa High School Athletic Association concerning golf. All of those motions passed by unanimous votes.
Directing transportation planning, the board authorized staff to request bids for a new bus. The board took no action on bids to improve a kitchen freezer and reviewed security improvement options without reaching a decision at this meeting.
Elementary Principal Heath Hesse told the board that discipline issues have been minimal and mostly related to bus behavior; the first round of fall FAST testing has concluded, the district recently hosted Grandparent’s Day and students are conducting a World’s Finest Chocolate fundraiser. Secondary Principal Kris Martin reported teacher evaluation meetings are underway and noted PBIS field trips to Camp Ewalu on Oct. 21 and 28 and parent-teacher conferences set for Nov. 5 and 7.
Superintendent Robert Busch reminded the board that certified enrollment is due Oct. 15 and said he and the business manager will attend a five-year projection workshop; he also announced a legislative forum scheduled for Oct. 29 at 6:00 PM. The meeting adjourned at 8:20 PM.
