Stanhope seeks bids for water/wastewater overseer; council discusses 28E public-safety arrangement

At its Jan. 13 meeting the Stanhope City Council authorized a public solicitation for bids for an overseer of water and wastewater distribution and discussed its role in public-safety arrangements under a regional 28E agreement.
The council announced that bids for a water and wastewater distribution overseer are being accepted immediately. The role will include occasional weekend water chores and training with Public Works employee Tim Dally as the city pursues certification goals. Bids will be accepted at PO Box 128, Stanhope, IA 50246, or dropped off at the City Office at 600 Main St. through Feb. 1, 2026.
On public safety, Council member Mindy Hetland, Stanhope’s appointed representative to the EJS intergovernmental arrangement, read a portion of the current 28E agreement stating that one council member and the mayor for each town should attend EJS meetings. Hetland asked whether Mayor Jeff Schroeder intends to have Council member Beau Jensen attend future meetings; Schroeder said he intends to attend as mayor going forward and asked Hetland and Jensen to meet with the Hamilton County Sheriff and Chief Kaleb Morton to craft a recommendation for the city. Chief Morton said renewal of the four-year 28E agreement was discussed at the recent EJS meeting; Schroeder noted that if Stanhope declines renewal a 90-day notice would be required.
Mayor Schroeder also said he met with representatives of the Regional Economic Growth Partnership and expects the city to begin work with that group in spring.
The council did not take a formal vote on the 28E agreement at the Jan. 13 meeting; members were asked to meet with county and public-safety officials and return recommendations to the council.
