St. Charles council adopts budget amendment, dissolves regional water commission and funds crack sealing

On a roll-call vote taken after a brief public hearing, the council approved Resolution 11A-2024, the first FY25 budget amendment. Council opened the public hearing at 7:33 p.m.; no members of the public spoke and the hearing closed at 7:36 p.m. The minutes record the roll-call vote as unanimous.
Council also approved a resolution presented by the Central Iowa Regional Drinking Water Commission to dissolve the commission; that resolution passed by roll-call vote with unanimous support. The minutes do not record further detail about the reasons for dissolution or next steps beyond the council's vote to approve the resolution.
The council voted to increase funding for the crack-sealing project on Main Street and other locations so work could be completed before winter; the final cost will be determined after measurements are finished. The vote was by voice and recorded as unanimous. Separately, the council approved, contingent on an internal review, the purchase and repair of a new mission dialer for the sewer system by Electric Pump; that approval is conditioned on Rhonda Guy reviewing and agreeing to the quote.
The council discussed a Waste Management contract renewal but did not act; city staff were directed to obtain historical CPI data for the trash and waste industry before the council takes further action. The City also agreed in principle to assist South Township with cemetery plowing for $20 plus wages, subject to a written contract that limits the city's liability.
Routine consent items — including approval of the meeting agenda, previous minutes, treasurer and budget reports for October, and November bills — passed by unanimous voice votes. Mayor Pro Tem Megan Allison reported on hiring; Mitch Johnson was selected as Director of Madison County Emergency Management and was announced to the council.
