Spirit Lake council approves water‑main project, advances $3.8M debt sale and other measures

The Spirit Lake City Council on Tuesday approved the 2024 City of Spirit Lake Water Main Connection project and adopted a series of resolutions advancing infrastructure and finance work.
Mayor Kevin Bice opened a public hearing on the water main connection project and said the hearing was the time and place to accept comment; no oral or written comments were received. Councilmember Brockmeyer introduced Resolution No. 2024-28 to accept the bid and make the award for the project; the council adopted the resolution with recorded aye votes by Johnson, Kofoot, Brockmeyer, Chappas and Mensing.
The council also moved forward on municipal financing. The body considered $3,800,000 in general obligation capital loan notes (subject to adjustment). Tim Oswald told the council that “all of the bids are now done electronically” and that bids were accepted until 12:00 p.m.; he provided the bid summary to the mayor and council. Council adopted Resolution No. 2024-29 directing the sale of the notes by an aye vote of Johnson, Kofoot, Brockmeyer, Chappas and Mensing.
Councilmember Kofoot introduced and the council adopted Resolution No. 2024-30 approving plans and specifications and setting a public hearing and bid letting for the 2024 Pinewood Drive and 35th Street reconstruction project. Council also adopted Resolution No. 2024-31 certifying delinquent charges to the Dickinson County Treasurer, and Resolution No. 2024-32 to set a public hearing and direct publication of notice for a possible sale of city-owned real estate; the roll call on Resolution 2024-32 was Aye: Kofoot, Brockmeyer, Chappas, Mensing; Abstain: Johnson.
On routine business the council approved the July 23 regular meeting minutes and approved the August bill list on a motion by Councilmember Kofoot, seconded by Councilmember Johnson; the bill list as recorded in the minutes totaled $398,783.22. The council approved the Treasurer’s Report for July, which listed General Fund revenue of $311,360.30 and General Fund expenditures of $481,539.92 among other fund balances and activity. The body approved a Class C Retail Alcohol License for Corner Lanes and a Special Class C Retail Alcohol License for Top of Iowa Lucky Wife.
During public comment resident Reuben Schooley addressed the council about his property at 2010 Jackson Avenue; the minutes record his comment but show no further council action on the matter.
