Jamie Campos, CEO of Horizon Services, told the board the organization has secured a behavioral health continuum infrastructure grant for San Mateo County and is “committed to finding a solution that will allow us to deliver this crucial infrastructure for the community.” Several local residents and community advocates said they supported the center but expressed concern that siting disputes could delay or derail the project and that the county should pursue options that keep the project revenue‑neutral for Horizon.
Board members acknowledged the urgency, and President Corso and staff said they expect a special meeting in late June or early July to consider a final site; staff indicated a July 8 state deadline for site confirmation. The board did not take final action on the site at the June 23 meeting but agreed to return the matter to a special session so that county decisions do not prevent the project from moving forward.
Several speakers urged the board to prioritize services for people with substance use disorders and to support the center wherever it can be built. The board indicated they will coordinate further with Horizon Services and will place a formal item at an upcoming special meeting for final action.
