Polk County adopts IT security policy and signs contracts for HR software, law‑help kiosk and 911 recorder funding

Polk County Commissioners Court on June 3 adopted an updated computer and information security policy that formalizes user access controls, incident reporting, annual cybersecurity and AI awareness training, and assigns the IT director authority as chief information security officer. County IT staff said the written policy largely documents practices already in place and creates clearer accountability.

The court approved a 51-month contract with NeoGov to purchase Insight (applicant tracking) and Onboard (employee onboarding) modules through Sourcewell cooperative purchasing; the year‑one cost is $9,809.25 and the full contract total is $112,386.45, to be billed annually. Legal counsel reviewed the agreement, and the court approved moving forward.

Commissioners also approved a memorandum of understanding with the Texas Legal Services Center to host a Texas Law Help kiosk at the Polk County Judicial Center. TLSC will provide kiosk equipment, printer, scanner, headset, privacy panels and outreach materials at no charge; Polk County will provide space, power and unfiltered internet access and designate a county contact.

On public‑safety equipment, staff notified the court that the DebtCog regional 911 network would reimburse Polk County up to $30,000 for replacement of the sheriff’s 911 voice‑recorder system if installation is complete by Aug. 31 and reimbursement paperwork is submitted by Sept. 30. The county’s portion was estimated at about $29,987; commissioners agreed to fund the county share from fund balance and approved proceeding with the purchase.

Each of these items passed by voice vote during the meeting.
