The council approved on first reading General Ordinance No. 9, 2026, which adds zoning provisions to regulate auto, farm equipment and truck repair services in commercial and light industrial zones.
Staff said the ordinance fills gaps in existing rules by adding a definition for auto repair and distinguishing repair shops from salvage or auto-storage yards. The proposed standards set limits on how long vehicles may remain on site, require screening, and establish intake/outtake requirements to make enforcement consistent with the city’s junk-vehicle ordinance.
Code enforcement staff told the council they receive recurring complaints where repair businesses let vehicles accumulate in residential-adjacent areas. To avoid ambiguity for existing businesses, staff recommended clarifying language before second reading that would require both new and existing facilities to comply within a reasonable period — suggested at 180 days.
Council members discussed enforcement options, related pending junk-vehicle ordinance changes, and the need to circulate the proposed clarifying language to the council prior to the next meeting.
