Summary
Trustees unanimously adopted Resolution 2026-03 to formalize an expedited 90-day review policy for affordable housing projects (the town’s code already provides a 30-day standard) and appointed Lyndsay Hayzen as the town’s representative to the Clear Creek Regional Housing Authority.

At its March 9 meeting the Silver Plume Board of Trustees approved two housing-related actions: adoption of Resolution 2026-03 to establish an expedited review policy for affordable housing projects and the appointment of Lyndsay Hayzen as Silver Plume’s representative to the Clear Creek Regional Housing Authority.
Clerk C. Nihiser presented Resolution 2026-03, which responds to Prop-123 requirements and CCRHA fast-track grant conditions by committing the town to an expedited review timeline for affordable housing permits. Nihiser told trustees the town’s land use code already provides 30-day reviews but that the resolution records a 90-day commitment required by the authority. Trustee Mark Basham moved adoption, Trustee Mickey Frey seconded and the resolution passed unanimously.
Trustee Mickey Frey moved, and Trustee Tammy Frey seconded, the nomination of resident Lyndsay Hayzen to serve on the Clear Creek Regional Housing Authority; the board approved the appointment unanimously. No additional details on Hayzen’s role or duties were requested at the meeting.
Both actions passed without recorded dissent. The adoption meets the administrative requirement noted by the housing authority, and trustees were not presented with a companion ordinance or funding action at the time of the vote.
