The Harris City Council interviewed applicant Tanya Smolke on March 3 and unanimously authorized Mayor Randy Carlson to extend a conditional offer for the City Clerk position. The council approved pay of $30 per hour for a 24–32 hour workweek, with the option for the clerk to work up to 40 hours when needed; the starting date was set as soon as Ms. Smolke is available.
Council members questioned the applicant about municipal administration experience, preparation of council and planning commission agendas and minutes, handling zoning inquiries and public records requests, election administration and state reporting responsibilities, and organizational and communication skills. After the interview, councilmembers said Ms. Smolke demonstrated relevant administrative experience and strong communication abilities and discussed the need for flexibility in hours to meet the city's workload.
Following discussion, Councilmember Al Siedow moved to extend the offer as described; Councilmember Chell Borash seconded the motion. The council recorded the motion as carried with all members in favor. The council also briefly reviewed contingency steps the city would take if the position were not filled, including reposting the vacancy, establishing a structured onboarding and training program, and considering additional support resources.
The special meeting began at 6:00 p.m. and concluded at approximately 6:50 p.m.
