Harmony EDA approves new work plan and a 3% levy request for City Council consideration

The Harmony Economic Development Authority on Sept. 4 approved a new work plan that includes measurable deliverables and voted to request a 3% levy increase for City Council consideration for 2026.
Board member Kyle Scheevel moved to approve the CEDA/EDA work plan; Keith McIntosh seconded the motion and it carried. Greg Schieber noted the plan can be adjusted later if necessary.
Later in the meeting the board reviewed the proposed 2026 budget and approved a 3% levy request to forward to City Council. Greg Schieber moved the levy request; Kerry Kingsley seconded and the motion carried.
Other business at the meeting included discussion of a pending annexation and plans for an informational town hall involving MiEnergy and Dairyland Power; Katrina Hurley and City Administrator Alissa Stelpflug said they are coordinating outreach. The EDA also heard Chamber updates and noted local business developments including a planned change of ownership for Kingsley Mercantile effective Oct. 1.
What’s next: the 3% levy request will be forwarded to City Council for its consideration; the EDA will continue implementing the approved work plan and may return with adjustments.
