County staff said they will meet with Tumwater’s city administrator and council member to hear concerns and then present Tumwater perspectives and staff recommendations to the RHC board for direction.
“Tumwater was appreciative of the information we provided, but would still like to talk about some process improvements,” County Manager Leonard Hernandez told the board. Hernandez said staff planned follow‑up meetings with Tumwater leadership and would return to the RHC board with proposals.
Several commissioners said that while they supported taking the RHC recommendation to the county board, the episode caused harm to interjurisdictional trust and merited additional conversation at the county level. Commissioners debated whether the board should receive more frequent briefings on RHC activity, hold a work session on RHC governance, or direct staff to explore policy options to make the RHC’s decision‑making more transparent.
Board members emphasized the partnership nature of the RHC and said they wanted to avoid recurring situations where newly elected or recently appointed jurisdictional representatives feel unprepared to engage with complex grant and program materials. Commissioners suggested presenting information in different formats and providing more lead time so municipal representatives can fully review materials before RHC votes.
County staff and several commissioners said next steps will include scheduling follow‑up conversations with Tumwater officials, collecting RHC member feedback on process improvements, and returning to the board or the RHC with recommendations.
