Stanwood council adopts FY2025 budget, advances water and sewer rate ordinances

The Stanwood City Council approved its fiscal year 2025 budget in a special session April 16 and moved forward with water and sewer rate ordinances after hearings and readings through the summer.
Council approved Resolution 2024-03, adopting the FY2025 budget following an April 16 public hearing at which no written or oral objections were recorded. The vote was unanimous.
The council also processed a series of rate ordinance readings: Ordinance 242 (amending water rates) and Ordinance 243 (amending sewer rates) received first readings in June and second readings in July. On July 8 the council conducted second readings for both ordinances and voted to waive the third readings; minutes record the motions as passing with all ayes. The council previously scheduled and held the required public hearings for those readings.
Clerk Stephanie VonBehren and Public Works Director Tim Schultz presented the budget worksheets and cost estimates during workshops and regular meetings; on Jan. 29 council discussed a proposed temporary $10-per-household water tower service fee over six years to cover sandblasting and repainting of the city water tower and asked the clerk to draft updated worksheets for review. The council did not adopt that temporary fee at the Jan. 29 workshop; it remained a budget option to be reviewed with other revenue sources, including transfers.
The council recorded motions and roll calls for salary-setting, budget adoption and ordinance readings across multiple meetings; where recorded, outcomes were unanimous. The council set future budget and levy hearing dates as part of the regular legislative schedule.
Next steps: the council implemented the adopted FY2025 budget as recorded in Resolution 2024-03 and completed the ordinance hearing and reading steps noted in minutes; any final administrative implementation (rate schedules, notice to customers) will follow published ordinance effective dates and statutory notice requirements.
