Council members also approved appointments to the EMS Board (for example, Mayor McAtee's appointees DeAnne Koberle and Darla Walling were approved on Oct. 10) and approved an MOU enabling an EMT-A class student to attend Kirkwood with the city's support.
Operational context: The EMS coordinator and board were actively engaged in updating a personnel/policy handbook; councilors asked for a standalone member handbook describing officer responsibilities, voting and meeting procedures. The council also discussed compensation comparisons for EMS drivers/EMTs and tabled pay-resolution amendments pending budget meetings.
Next steps: the council directed the clerk and city attorney to finalize the revised 28E text, confirm any fiscal commitments in writing and return the agreements for formal approval. The EMS board and coordinator were asked to complete a personnel handbook update and provide a recommended compensation schedule for council review.
