EDA hears updates on childcare, grants, transit survey and data-center ordinance review

EDA staff reported that Harmony Kids is pursuing preschool classification to access USDA food reimbursements, the EDA is awaiting five grant decisions (including funding for solar lights and a Historical Society grant expected Dec. 15), and Planning & Zoning has begun reviewing a Data Center Ordinance; SMIF forums were promoted for further community education.
At its Dec. 4 meeting the Harmony EDA received multiple community and program updates from staff and partners.
Childcare: Katrina Hurley reported work continues on classifying Harmony Kids as a preschool so it can qualify for USDA food reimbursement programs; a legislative presentation is expected with possible implementation in 2026. Harmony representatives will also participate on the Fillmore County Child Care Core Team to support local childcare facilities.
Grants and projects: CEDA is awaiting decisions on five grant applications, including requests for solar panel lighting and a large grant for the Historical Society expected by Dec. 15, 2025. Staff also noted the Revolving Loan Fund balance and that Bee Balm had paid off its loan in full.
Transit survey: Rolling Hills Transit continues to collect responses through utility billing inserts and online links; staff plans to post survey information on the city’s economic development webpage.
Data Center Ordinance and community forums: Planning and Zoning has completed an initial joint review session involving City Council and invited the EDA to review definitions. Staff said phase two will address stipulations and restrictions and that drafts will be reviewed by legal counsel and conservation groups. Katrina Hurley encouraged attendance at SMIF-hosted informational forums on Dec. 18 (Spring Grove) and Jan. 14 (Austin) to learn how data centers may affect rural communities.
Chamber update: Erica Thilges, representing the Harmony Area Chamber of Commerce, reported the Chamber’s recent Family Leave Act informational session drew 21 participants and resulted in one new Chamber membership; the Chamber plans events including Breakfast with Santa, the Park tree lighting and Holidays in Harmony, and will hold its annual meeting Jan. 20 at Harmony Spirits.
No public forum comments were recorded at the meeting. The board discussed inviting the City Council and School Board to the EDA’s January meeting to align 2026 goals.
