Council President TJ Clark called a special virtual public hearing to order June 22 to consider a mayoral resolution authorizing the city to enter a tax abatement agreement for a proposed affordable housing project. "I would like to call this special virtual public hearing to order for today, June 22nd, 2026," he said, identifying the meeting as being broadcast live on HPA TV and several streaming platforms.
The agenda item announced by Clark—Item 2.1—would authorize the city to enter a tax abatement agreement with Overlook Village Associates, LLC for the development of 56 affordable rental housing units at 421 Granby Street in Hartford. Clark read the public‑hearing procedures and called three times for speakers in favor of the proposal; when none came forward he called three times for those in opposition and likewise heard none.
"Seeing none, this item is closed," Clark said after the council confirmed there were no registrants to speak. The hearing was then adjourned. Council staff and members listed at the start of the session included Councilwoman Marilyn Rosetti, Councilman John Gail, Majority Leader Kelly Biladoo and council staff Noelia Ortiz, Kelly Kirkley Bay and Oscar Kamano; Councilman Alex Thomas was recognized as joining the meeting later in the session.
The transcript presented the proposal and the public‑hearing framework but did not include the text of the proposed abatement, the duration or fiscal impact of the tax relief, or any public testimony. Those details were not specified in the hearing record. The council indicated no formal vote or other final action on the abatement occurred during the special hearing. The body adjourned and noted its regularly scheduled virtual council meeting would begin at 7:00 p.m.
