A Madeira Beach special magistrate approved variances Tuesday for a property owner to replace a flood‑damaged nonconforming residential structure at 13301 Golf Lane, finding the proposed design would reduce nonconformities while meeting FEMA and parking requirements.
Andrew Morris, the city’s long‑range planner, described the lot as irregular and substandard and told the magistrate that rebuilding within the prior footprint was infeasible because the existing structure encroached into the public right‑of‑way. The staff report recommended approval subject to conditions addressing roof overhangs, drainage and a demolition timeline.
Applicant counsel Jane Graham presented the professional team and said the proposal makes the property more conforming overall. Architect Jared Weaver told the magistrate the design “provides off‑street parking, impervious surface ratio, a FEMA flood plane design, and building and fire code compliance while reducing the actual structural footprint.” Transportation engineer Tony Alex presented sight‑distance and vehicle turn‑analysis showing the replaced structure would not worsen intersection visibility.
Valdez found the variance criteria met and granted VR 2026‑02 with the staff’s recommended conditions, noting the plan makes the structure more disaster‑resilient and will bring many setbacks into closer compliance. “I do find that all the criteria have been met and that the requested variances are granted subject to the city’s conditions,” the magistrate said.
