Council adopts resolutions on property abatement, citizen participation, playground purchase and cannabis zoning; canvass set for Nov. 12

On resolution 2024-94 the council approved corrective action and a timetable for the occupant of a property on 6743 Street to remove personal belongings and allow the city to abate remaining conditions; staff said the owner signed an agreement that will avoid district court action and allow the city to place costs on property taxes if necessary.
The council approved resolution 2024-95 to permit citizen participation in the Small Cities Development Program public hearings that would follow if the city applies for infrastructure funding targeted at low-income residents.
Council approved a Dennis Morgan recognition sign (resolution 2024-96) with staff indicating two quotes under $1,250 per sign and that department staff will do installation. The council also adopted a third-quarter budget amendment (resolution 2024-97) to increase the parks capital account so the city can purchase a $186,000 playground for Central Park; staff said the increase is covered partly by donations the city has already received.
Finally, the council passed resolution 2024-98 to delegate registration and land-use/zoning responsibility for cannabis retailers to the county; the council referenced a memo from the county zoning administrator noting state law constrains a municipality’s ability to ban cannabis outright.
Council set canvassing of the Nov. 5 general election results (local races only) for Nov. 12 at 5:45 p.m. because the Nov. 11 meeting falls on Veterans Day. The meeting adjourned after the roll call.
