The Tracy City Council voted on a package of administrative resolutions at its Sept. 23 meeting, approving changes that affect personnel, the budget-certification process and election administration.
The council approved Resolution 2024-84 to allow part-time police employees to elect membership in the Public Employees Police and Fire retirement plan when they meet eligibility thresholds; the chair noted the police-and-fire plan carries higher contribution rates than coordinated plans, and that joining is optional for eligible part-time staff. Council members said they did not want to limit recruitment options for the department.
Council then approved Resolution 2024-85 to certify the 2025 preliminary budget at a 4% levy level; members clarified a numbering discrepancy in the packet but confirmed the resolution as presented and conducted a roll-call vote to certify the preliminary budget for publication and further work before the Dec. 9 Truth in Taxation hearing.
Finally, the council approved Resolution 2024-87 appointing election judges for the upcoming general election. Members noted the need for party balance and thanked local volunteers who serve in election roles.
Each resolution was moved and approved by roll-call vote during the meeting. No motions to table or amend these items were recorded in the transcript.
