Tracy council approves airport grant agreements and a 0% hangar loan

Angela, the airport project presenter, said the planning and environmental studies grant has a total value of $249,500 and noted a temporary FAA policy increasing reimbursement rates to 95% for certain studies this funding window. "The total Grant is $249,500," Angela said. Council discussed the timing of environmental assessments and the multiyear schedule for design, land acquisition and construction; presenters said construction would not be expected until the federal cycle permits, with design and land steps in intervening years.
The council also approved a hangar financing package: a $131,000 loan at 0% interest with monthly payments of $548 over 240 months. Staff explained the new hangar’s rent projections were intended to cover the loan payments if the facility remains occupied. Several small companion resolutions — including a state hangar grant and task orders for FAA-required field studies — were approved in the same set of votes.
Council directed staff to proceed with grant execution and to return documents for signature; the approvals enable the city to draw reimbursements for prior eligible expenses and to move forward on site studies required by FAA and MnDOT.
