During a lengthy discussion supervisors debated whether to keep strategic goals embedded in the governance manual. Some members said the draft language reflected prior consensus to pursue a long‑term Columbia fire‑station solution (and referenced ongoing work on a potential Pereira House location), while others said the draft was ambiguously worded and that the strategic goals deserved a separate, focused session. The board voted to remove strategic goals from the governance manual so they can be finalized and returned for separate consideration.
The board also agreed to add a new process expectation to the manual: agenda items should include a board memo, staff recommendation or other relevant documentation in order to be considered for inclusion on a future agenda. Supervisors asked county counsel and staff to review the specific language and potential Brown‑Act implications before a final policy is codified.
