The Town of Rumford Board of Select Persons on April 30 authorized the town manager to sign a Public Right of Way License Agreement for the Rumford Senior Living project, after a motion by Select Board member DiConzo that was seconded by Select Board member Theriault and approved by a 3-0 vote.
The vote gives the town manager authority to execute the license for the Developer, listed as Developers Collaborative. The meeting agenda recorded the action as "Discuss/Approve Public Right of Way License Agreement for Rumford Senior Living." Select Board member Chris Brennick was noted as absent for the meeting, which convened at 4:00 p.m. in Jury Room 1.
The board also approved a motion by Select Board member Theriault, seconded by Select Board member Capponi, to adjourn the meeting at 4:02 p.m.; that motion passed 3-0. The minutes note the approval is in accordance with Article XVIII, §3(3) of the Town Charter and bear the name of Town Manager and Economic Development Director George O'Keefe.
No public testimony or additional debate about the terms of the license appears in the minutes. The record lists the developer and the formal motions and votes but does not include the text of the license itself or details of conditions or fees; those items were not specified in the minutes.
