Dr. Pat Hegarty, the district’s executive director of secondary education, told the board the policy ties into Title IX requirements and was written to ensure students are not subject to policies that would limit their access or participation. "The 1st paragraph talks about, providing education that is free from *** based discrimination," Hegarty said, summarizing the new language as it was read aloud to the board.
Hegarty described provisions that the district "must also not adopt or implement any policy, practice, or procedure concerning the students, except as necessary to provide pregnancy or pregnancy related medical accommodations," emphasizing the intent to avoid unnecessary restrictions on pregnant or parenting students. He said complaint handling for such cases will follow the same procedures used for other protected‑class discrimination complaints and noted the policy contains language addressing retaliation and false allegations.
Board members asked whether prior protections existed and how the policy would interact with on‑campus care for pregnant students during the school day. Hegarty and the chair said medical needs are already addressed by existing practices and that the new policy is meant to provide clearer, explicit protections and responsibilities.
The board acknowledged community input from prior meetings as influential in shaping the policy language. The policy discussion concluded with staff indicating related student responsibility language and administrative updates would be edited to reflect the new policy.
