Residents press board on evacuation access for Watson Ranch; county shows simulation tools

Acting Chief Campbell and public‑safety partners from Napa County on June 23 briefed the American Canyon Fire Protection District board on emergency access and evacuation planning for the East‑Side/Watson Ranch development area while residents urged caution about using Watson Lane as a primary access.

The informational presentation covered existing emergency access features (gated emergency routes, signage and a planned 20‑foot emergency vehicle access off Marcus Road), the role of the fire district (evaluate access under the fire code but not decide land use), and county tools for planning and alerting. Bree Jones of Napa County Office of Emergency Services and Lt. Kyle Edelman of the Napa County Sheriff’s Office described the Genesis project (formerly marketed as Zone Haven) and Everbridge (Alert Napa County) as countywide situational‑awareness and alerting tools used for simulations and public notifications.

Presenters ran an illustrative simulation for Zone 3 (the Watson Ranch area) that highlighted choke points — notably Marcus Road and the South Napa Junction rail crossing — and produced an example estimate of about five hours to complete a 100% evacuation under worst‑case assumptions and full compliance. Panelists and board members cautioned that simulations are planning aids that do not replace field judgment and that the “human element” and on‑the‑ground damage (for example, roads rendered unusable by fire or debris) cannot be fully modeled.

Multiple Watson Lane residents who spoke during the public‑comment period said Watson Lane is narrow, frequently obstructed by large vehicles and train stops, and not built to serve high traffic from a large development. Jacqueline Ross, a fourth‑generation Watson Lane resident, said she and neighbors support emergency access for responders but oppose converting private lane land into a public thoroughfare. Chris Dolke (Tolke) and Sam Clerici urged more community outreach and warned that relying on Watson Lane would be unsafe and unfair to long‑time residents.

District counsel clarified the fire district’s role: it is not a land‑use agency and must determine whether an access route meets the California Fire Code; the land‑use agency (the city) decides which access route is required. Counsel and staff noted that the Watson Ranch developer agreement sets a threshold (742 homes) after which an additional compliant access must be available before building proceeds (the transcript repeatedly referenced that 742/743 threshold); staff said the neighborhood currently contains roughly the 400‑house range, meaning additional development remains before the threshold would be reached.

Board members and staff discussed interim options such as South Napa Junction and Rolling Hills, noting those routes can be used in emergencies today but would need upgrades and formalization to meet continuous‑use code requirements. Staff encouraged residents to sign up for Alert Napa County/Everbridge and to use the public Genesis mapping tools for situational awareness.
