Mayor Jimmy Morlan opened a public hearing on Nov. 6 on a proposed disposition of property identified as "Auditor's Parcel A," a 0.57-acre portion of Parcel 1 and Lot 15 of Clark & Woodin’s First Survey. The hearing, published Oct. 23 in the Sigourney News Review, drew no public comment.
The council unanimously adopted Resolution 2024-11-34 to vacate and dispose of the parcel to Gary W. Bain and Loree J. Bain, and later approved a municipal deed and authorized the mayor and city clerk to sign closing documents. The plat accompanying the disposition was prepared by John W. Steddom and is recorded in Book 4, Page 185 of the Keokuk County Recorder’s Office.
Mayor Morlan noted the public-notice requirement had been met; no members of the public spoke in opposition during the hearing. The council’s vote was 5–0 (Clark, McLaughlin, Iosbaker, Lentz and Schultz voting Aye). The deed authorization completes the council’s formal approval for the transfer; the minutes do not record closing date or purchase price.
