Dickinson supervisors approve Lillich subdivision with multiple waivers, conditioned on riparian deed language and fees

The Dickinson Township Board of Supervisors unanimously approved a final subdivision plan on Sept. 3 for property owned by David O. Lillich III and Joan E. Lillich at 225 N. Dickinson School Road, allowing an 11-acre parcel to be formed to enable a prospective purchase while keeping the land in the Clean and Green program.
Ted Pluta of Brehm-Lebo Engineering presented the plan and said no new improvements are planned. The board granted several waiver requests to allow modifications to standard plan requirements, including a waiver of the SALDO sheet-scale requirement, a waiver to omit existing contour lines from the plan, a waiver to not depict riparian buffer zones 1 and 2 on the plan, and a waiver for carbonate hazard mapping because no development is proposed.
Solicitor Matthew Boyer noted staff comment #6 suggesting a 25-foot right-of-way, explaining it was a staff recommendation rather than a requirement; the board required a separate easement agreement for a 15-foot access easement and said deed language addressing riparian buffers must be provided and acceptable to township solicitors before plans will be released for recording. Final plan approval is conditioned upon: meeting all township staff, solicitor, Cumberland County Planning Department, and township engineer comments; payment of all administrative fees (application, plan review, inspection charges) within 60 days of written notice; and execution/acceptance of the riparian buffer deed language and easement agreement.
Supervisor Robert Line made the motions to grant the waivers and approve the plan with conditions; Vice Chair Jennifer DeGaetano seconded several motions and the board approved each element unanimously (3–0). Final plans will not be signed or recorded until the listed conditions are satisfied.
