Sioux Center City Council approves land disposals, amends gas agreement and limits truck traffic during Highway 75 closures

The Sioux Center City Council met March 30 and approved several measures intended to advance downtown redevelopment, extend the city’s gas supply prepay arrangement and ease neighborhood impacts from Highway 75 construction. The council also received a downtown master-planning presentation and approved routine consent items.
Council action included two resolutions to dispose of city-owned real estate in the Ledges Addition to support redevelopment. Mayor Dale Vander Berg opened public hearings on the proposals and, after hearing no oral or written comments, the council adopted RESOLUTION SC-R-08-26 and RESOLUTION SC-R-09-26. Both measures were approved by roll call vote (Aye: Cory Gotto, Mark Hulshof, Eric Moerman, Jennifer Vermeer, Randy Vreugdenhil; Nays: none).
Utilities Manager Murray Hulstein told the council the city’s seven-year term in a natural gas prepay with the Public Energy Facilities Authority (PEFA) is ending and recommended continuing participation. The council approved RESOLUTION SC-R-10-26 authorizing an amendment to the city’s gas supply agreement with PEFA and related matters; the roll call vote was Aye: Gotto, Hulshof, Moerman, Vermeer, Vreugdenhil; Nays: none.
The council also reappointed Hulstein as board member and Assistant Utilities Manager Adam Fedders as alternate to the Dakota Mainstem Regional Water Supply (RWS) board; the appointment remains in place until changed by the Sioux Center City Council and was approved by voice vote with all Aye.
To reduce commercial truck traffic on residential streets during planned full closures of Highway 75, the council approved RESOLUTION SC-R-11-26, prohibiting commercial truck usage on specified city streets and adding 12th St. NE east of 7th Avenue to the restriction. The resolution passed by roll call vote (Aye: Gotto, Hulshof, Moerman, Vermeer, Vreugdenhil; Nays: none).
On the consent agenda, Finance Director Darryl Ten Pas submitted and the council approved the minutes of March 2, 2026, bills and finance reports, a CDBG final payment #11 for $22,051 and NWIPDC payment #5 for $6,002 toward the FCC Project, and a liquor license renewal for Terrace View. City Manager Scott Wynja and Police Chief Josh Koedam provided safety reminders for trails, e-bikes, scooters, golf carts and ATVs.
During the meeting CO-OP Architecture representatives Kendra Hage and Kyle Raph presented master-planning options for the downtown 300 block; councilmembers expressed support to continue the planning process. Councilmembers also received an update on paint designs for the south water tower, a reminder that annual city reports will occur this spring, and a schedule of upcoming meetings.
