Dickinson supervisors appoint new manager, move $300,000 to capital reserve and approve bridge, park and stabilization contracts

The Dickinson Township Board of Supervisors on Feb. 5 appointed Jill Lovett as township manager, approved a $300,000 transfer from the General Fund to the Capital Reserve Fund and approved multiple engineering and park design contracts and a county-aid grant request to replace a township bridge.
Interim Manager Lucas Martsolf introduced Lovett, citing her more than 30 years of experience in government finance and operations; the board voted unanimously to appoint her. Lovett thanked the board and staff, saying she is "looking forward to working with residents and building a really strong team with the staff." Vice Chair Jennifer DeGaetano made the motion to appoint Lovett; Chairman Rob Kole seconded.
The board passed a set of routine and project-related motions. By unanimous vote the supervisors adopted Resolution 2025-03, which follows section 36.1 of the local tax collection law and authorizes modest fee increases the tax collector may charge for returned checks, tax certifications and duplicate tax bills; they also adopted Resolution 2025-04, setting the tax collector's records-retention policy, and Resolution 2025-05 reauthorizing the township’s Emergency Operations Plan, a state-required reauthorization that Emergency Management Coordinator Barry Shughart said is needed every two years.
Supervisors also approved a $300,000 transfer into the Capital Reserve Fund to support upcoming capital projects. The board unanimously approved a County Aid (MS-339) grant contract request to replace bridge DKT-107 on Cold Springs Road and accepted C.S. Davidson, Inc.'s Phase 1 proposal for stabilization work at Barnitz Mill. Larson Design Group's Phase 1 plan for Lindenwood Park was approved as well. The board accepted ROBB Consulting LLC's Emergency Services Assessment proposal; Supervisor Robert "Bob" Line III asked whether the consultant selection had been bid and Interim Manager Martsolf said the contract amount fell below the township’s bidding threshold.
Charley Westcott presented the township’s 2024 Emergency Services report during the meeting, reporting 255 fire-related incidents and 499 EMS calls. Westcott said Citizen Fire Company and Penn Township expressed gratitude for equipment Dickinson Township helped fund in recent years.
Earlier in the meeting Planning Commission members Elizabeth Grant and Beth Kikla urged the township to consider an environmental study to examine how FPRs affect soil health and water quality and suggested adding a website link to centralize FPR-related information and DEP reporting resources; Vice Chair DeGaetano said she will look into website updates and follow up with the Planning Commission.
Most votes were unanimous. The only non-unanimous recorded vote in the minutes was the agenda approval: Vice Chair DeGaetano moved, Chairman Kole seconded and the agenda passed by majority with Supervisor Line voting no. The meeting adjourned at 6:51 p.m.
