Utica holds code of conduct hearing; union leader says committee did not meet this year

A presenter reviewed the Utica City School District’s code of conduct for 2026–27 at a public hearing and said there were no material changes proposed for the coming year.
The presenter cited statutory requirements (section 2801 of New York State Education Law and Part 100.2 of the Commissioner's regulations) that districts adopt and annually review a code of conduct and said the district’s policy (Policy 1200) is reviewed by a committee of administrators, teachers, parents and students. She said she had not found records of any material change proposals and that, legally, a public hearing is required only when material changes are proposed; the district chose to hold the hearing as a best practice even without proposed changes.
During the public comment period, Scott Rogowski, identified himself as UTA president, said he submitted a request for information on March 12, 2026, and that the district’s May 29 reply stated the code‑of‑conduct committee "has not met the school year," that membership remained unchanged and that no future meetings were scheduled for the remainder of the school year. Rogowski said the committee’s lack of meetings was a legal issue that should be on the record.
A board member asked Rogowski for a copy of the memo he referenced. The public hearing was then closed.
No material changes to the code were proposed at the hearing and the presenter said the plain‑language summary mailed to families will remain the same for the coming year.
