New Bremen council approves emergency purchase of parcels near substation, authorizes extra ladder-truck repairs

Councilmember Burnell moved to suspend the rules and allow the village to proceed with a purchase agreement that will permit an environmental study for parcels C10-021-047-00 and C10-230-007-00, which the village identified as adjacent to a village substation. The suspension passed on a 6-0 vote; the council then declared an emergency and adopted Ordinance 2024-07-22 (Real Estate purchase contract with Heartland Feed Services LLC) on a motion by Councilmember Bertke, seconded by Councilmember Lomakin, also by a 6-0 vote.
Council members said the purchase would secure land next to the substation and allow necessary environmental review to begin. The meeting minutes record the purchase price as $300,000 and state a purchase agreement is required to start the environmental study.
Separately, council addressed additional damage to the village’s 2001 Pierce ladder truck. The minutes say an earlier repair estimate in fall 2023 for work at Atlantic Emergency Solutions in Springboro was $62,918, but a cylinder failure during ladder extension caused further damage and increased the cost by $41,845.35. The council adopted Resolution 2024-07-14 (Approve Then and Now Purchase Order Atlantic Emergency Solutions in the amount of $41,845.35) after suspending the rules; the motion passed 6-0. The minutes state German Township will be invoiced for its 25% share of the additional cost.
The council also recorded planning items: a setback variance request from Andrew and Julie Langhals for 220 S. Ash St., reducing a 15-foot setback to 5 feet to permit a garage. The Planning Commission met June 27, 2024 and approved the variance; the item appeared as Second Reading Ordinance 2024-07-20. Separately, a conditional-use petition from The Wash Haus LLC at 04024 Amsterdam Rd. proposes placing a greenhouse in an unused wash bay to grow orchids and ferns for online sale; the petitioner requested a rear setback variance from 10 feet to 2 feet. The Planning Commission approved the variance with restrictions (shade cloth on the greenhouse and no additional lighting lumens on the west side); the item appeared as Second Reading Ordinance 2024-07-21.
In routine business, Councilmember Larger reported July expenditures of $1,525,439.14 and June receipts of $1,494,282.83; the finance committee reviewed June bank reconciliations. Village Administrator Richter announced operational items including a temporary change in yard-waste drive hours while the county replaces 90-inch diameter tiles, a West Shelter House bathroom renovation beginning Aug. 5, recent asphalt paving on Eastmoor and part of Plum, and replacement of Lock 1 walk-bridge planking.
The council adjourned at 7:10 p.m.
