Public works committee backs Solenis contract for wastewater polymer supply

Jan Hauser, Wastewater Division manager, presented a recommendation that the Public Works and Transportation Committee recommend the City Council authorize the mayor to execute Agreement 32600562 with Solenis LLC for the supply and delivery of cationic polymer to the wastewater plant. The proposed contract would begin July 22, 2026, run for an initial year through July 21, 2027, and include four consecutive one-year extension options through July 21, 2031.
Hauser said the polymer is used in the plant’s thickening and dewatering processes to reduce the water content of organic solids before hauling. "Polymers are synthetic chemicals used in the wastewater process again to aid thickening and dewatering of solids," she said, adding that reducing water content lowers hauling weight and disposal costs.
The procurement proceeded under RFP 26-91, released Feb. 17, 2026. Bench-scale testing ran March 9–12, 2026, and full-scale testing occurred April 27–30, 2026. To qualify for proposals, Hauser said polymers had to meet a minimum of 19% cake solids and a 97% solids-capture rate on at least four occasions during full-scale testing. Five vendors originally took part in bench testing; after disqualification and withdrawal there were three full-scale test participants.
Two firms submitted written proposals: Solenis LLC and SNF Polydyne Inc. An evaluation team that included the wastewater operations manager, a plant operator and a senior analyst ranked Solenis highest "based on full-scale performance, responsiveness of the proposal, and the cost," Hauser said. She stated that the total contract amount shall not exceed $1.6 million over the five-year life of the contract.
Hauser said funding for the agreement is programmed into the wastewater fund through the city’s annual operations and maintenance budgeting process; funding for subsequent years would be addressed in future budget cycles. The presentation concluded with Hauser offering to answer questions; no committee vote on the recommendation is recorded in the transcript. The item is presented as a recommendation to go forward to the City Council for consideration.
