Committee forwards planning consultant agreements and $100,000 RHNA appropriation to City Council

Item D2 presented Community Development’s recommendation that the committee forward to City Council three-year professional services agreements (with two one-year extension options) for planning consulting and RHNA support and a related preliminary budget appropriation.
The staff report proposed agreements with Rincon Consultants (Agreement 327-0018) and CSG Consultants, Inc. (Agreement 327-0019) for $500,000 each, and Veronica Tam & Associates (Agreement 327-0020) for $250,000 to provide professional planning and specialized RHNA (Regional Housing Needs Assessment) support. Staff also recommended a fiscal year 2026–27 budget appropriation of $100,000 from the General Fund 101 fund balance, funded by prior general plan maintenance fee (GPMF) revenue, to pay for preliminary work ahead of the seventh-cycle RHNA housing element update.
When asked how respondents were evaluated and who performed reviews, the Community Development Director said in-house subject-matter experts conducted evaluations. "We had three different staff members of different types of expertise reviewing those submittals," the director said, and added that reviewers sign forms attesting to any potential conflicts of interest and would recuse themselves if necessary.
A committee member moved and seconded the recommended action. Chair MacArthur and Committee member Parrault cast recorded votes; the motion carried 2-0 and the item will be scheduled for City Council consideration for final approval and appropriation of funds.
The committee also noted staff's statement that the same in-house evaluation approach was used for the earlier plan-check/inspection solicitations.
