Oxnard committee advances contracts for building plan-check and inspection services

The Oxnard Community Services Public Safety Housing and Economic Development Committee on June 23 recommended that the City Council authorize the mayor to execute multiple three-year professional services agreements for building plan-check and inspection services and related fire plan-check work.
Community Development presented Item D1, which proposed agreements with Jazz Pacific ($1,250,000), Wildan Engineering ($500,000), M6 Consulting ($1,750,000) and Bureau Veritas ($750,000) for building and engineering plan check and inspection services, each for a three-year term with an option for one two-year extension. The item also proposed authorizing fire plan-check services with JAS Pacific and Wildan Engineering (not to exceed $750,000 each) and M6 Consulting (not to exceed $2,000,000).
The Community Development Director described the contracts as scoped to land-development plan check and inspection work. "This is for land development related plan check and inspection services," the Community Development Director said. When asked about procurement transparency, the director said there were 12 respondents to the solicitation and read the firms that submitted proposals.
The committee also questioned staff about workload and staffing pressures. The Community Development Director said the department issues about 5,000 permits a year (roughly 1,200–2,000 going through plan check) and that building inspectors perform about 23,000–25,000 inspections depending on the year, projecting roughly 23,000 inspections for the current year. The director clarified that those inspection numbers referred to the building group and that the fire department handles fire-specific inspections separately.
Chair MacArthur called the vote after a motion and second. Committee member Parrault and Chair MacArthur cast the recorded votes and the motion carried 2-0, forwarding the recommended agreements to the City Council for final approval.
The matter will next appear on the City Council agenda for authorization of the mayor to execute the listed professional services agreements.
