Hogansville council denies Chisel Mill variance for proposed "Hill Star Cottages" development

A majority of the Hogansville City Council voted unanimously on Sept. 15 to deny a variance request from Chisel Mill Design & Builders, LLC that would have allowed narrower lots and zero side setbacks for a proposed subdivision.
At a public hearing opened by Mayor Jake Ayers at 7:04 p.m., a Chisel Mill representative described plans for a 20-acre property on Bass Cross Road, to be marketed as "Hill Star Cottages." The property is zoned CRMR, which requires 50-foot lot widths; the developer asked to reduce that requirement to 40 feet and to permit zero side setbacks. The applicant said the change would increase the potential lot count from roughly 85 to about 100.
There were no citizen comments at the hearing. During the regular meeting that followed, Council Member Mandy Neese moved to deny the variance request; Council Member Michael Taylor seconded the motion. The motion carried 5-0, formally rejecting the proposed lot-width reduction and zero side-setback request.
The denial leaves the property's required lot width and setback standards unchanged under the city's CRMR zoning rules. The council did not tie the denial to any follow-up direction to staff; no conditions or alternatives were recorded in the public minutes.
