East Penn board approves contracts for autism services, corrects staff salary

The East Penn School Board approved combined business-operations motions to authorize contracts and signers, including agreements with vendors that provide specialized services for students with autism and other special needs. Board member Miss Price asked why both Stepping Stones and ABA Support Services LLC appear to offer similar positions; staff explained the district maintains multiple contracts to ensure access to specialized personnel and certifications when local availability is limited.
"I do have a question. Just reading through the contracts, I see that both Stepping Stones and ABA Support Services LLC provide services for children with special needs and autism. I was just interested why they overlap and what are the benefits and challenges of using two distinct services," Miss Price asked.
Administration replied that having multiple vendors increases access to hard-to-find specialists such as board-certified behavior analysts and gives the district flexibility if one provider cannot immediately supply personnel. The board approved the combined contracts and authorized signers by roll call.
On a personnel motion, the board corrected a 2026–27 non-bargaining-unit salary listing: Rachel Herring’s correct salary was recorded as $64,188. That motion was moved, seconded and approved by roll call.
