Waverly launches online applications and right-of-way permit; city says system already generating revenue

At the March 23 meeting, consultant Robin Caufman described new online permitting tools and a right-of-way permit program designed to simplify development reviews and ensure proper restoration after utility work.
Caufman said a new website section titled "Planning to Build or Make Improvements to Your Property" guides users step-by-step to determine zoning requirements and required materials, and includes an interactive zoning map and direct links to relevant code sections. "Comprehensive application forms with detailed checklists are now available online, clearly outlining required materials and procedures for various types of development applications," she said.
The city also implemented a $100 right-of-way permit this winter that requires detailed work descriptions, restoration plans and safety measures and calls for city inspection; Caufman reported roughly nine to ten permits have been processed to date. The permit is intended both to protect public infrastructure and to create a modest revenue stream to cover inspection and restoration oversight.
Commissioners discussed how online property listings and clearer application checklists could reduce staff time answering routine questions and improve coordination between property owners and interested developers. No formal action was taken; the commission requested continued reporting on permit volumes and website use.
