The McAllen Independent School District Board of Trustees on June 23 adopted a parameters order authorizing the issuance of unlimited tax school building bonds (Series 2026) under a delegated-sale framework, enabling the district to sell an initial tranche up to $100 million of the $335 million voter-approved bond program.
Bond counsel explained the parameters order sets maximum par and construction-fund limits, an interest-rate cap and maturity parameters and delegates authority to the board president and superintendent to execute sale documents when market conditions and property-value calculations determine final sizing and timing. Counsel said a par amount near $95 million plus sale premium is likely to provide approximately $100 million in construction proceeds once priced. Pricing is projected in August and staff said they will coordinate closely with financial advisors as property valuations and market conditions firm up.
In addition to the order, the board discussed procurement for project managers and architects/engineers, the proposed clustering of bond projects into buckets for RFQs, and a revised evaluation matrix that could include board interview points. Deputy Superintendent Lorena Garcia recommended soliciting an RFQ for a project manager first to obtain advice on clustering and to refine evaluation criteria; trustees debated whether board interviews should be weighted and asked staff to return with a rubric and recommended points allocation.
The board approved the parameters order by unanimous vote, approved a pool of underwriting firms for the multi-year bond program and authorized administration to proceed with procurement steps subject to the board's further direction on evaluation criteria and oversight committee membership. Trustees asked staff to collect and vet oversight committee nominees submitted by board members.
