Newberry supervisors approve routine hires, equipment purchases and move forward on data center zoning and sewer upgrades

- Surplus property: Declared certain township vehicles, equipment and miscellaneous property as surplus and authorized sale through the 2026 CAPCOG surplus equipment and vehicle auction (open to the public at Cedar Cliff High School); manager authorized to execute title-transfer documents.
- Staffing: Authorized the township manager to advertise, interview and hire a sewer billing coordinator and separately to advertise and hire a wastewater laborer within the approved 2026 budget and pay ranges (motions carried by voice).
- Sewer project: Authorized Penoni Associates to prepare and advertise the sewer department UV upgrade project for public bidding and to receive bids for future presentation to the board.
- Solid-waste ordinance: Voted to advertise an amendment to Chapter 325 (solid waste, recycling and refuse) removing an exclusion process the township can no longer administer because trash billing is handled by a private vendor (Penway); copies will be available at the administrative building during the advertisement period. Resident Barry Wintermire raised a specific billing/exclusion concern for a property on Pines Road and asked staff to follow up.
- PennDOT coordination: Authorized the township manager to work with PennDOT on a potential roadway turnback exchange (PennDOT assuming Old Trail Road while the township would assume maintenance of Stillhouse Road, Sheep Ridge Road and Kais Mill Road) for discussion and coordination only; board discussed liquid-fuel payment impacts and road condition considerations.
- Zoning: Moved to forward the proposed data center ordinance to the township solicitor, engineer, Newberry Township Planning Commission and York County Planning Commission for review and comment and to take the administrative steps required under the Pennsylvania Municipalities Planning Code.
