Teachers urge plan before MTSS coordinator; board adopts LCAP

The Marysville Joint Unified School District board approved the district's 2026'27 Local Control and Accountability Plan (LCAP) and the Local Control Funding Formula overview for parents after a period of public comment and discussion.
Angela Steagel, president of the Marysville Unified Teachers Association, told trustees she supports interventions and professional development but warned against creating an MTSS coordinator role without a planning year. "MTSS is a major undertaking and it is not something that should be taken lightly," Steagel said, adding that prior district efforts to stand up MTSS produced little follow-through.
The LCAP presentation by Assistant Superintendent Bob Eert outlined district priorities including teacher assignment, instructional materials, facilities conditions and family engagement. Eert recommended adoption of the plan for MJUSD to align goals and spending for the coming year.
Steagel pressed for data and a clear implementation timeline: she said bargaining partners asked for a plan and relevant data but had not received sufficient detail. "We asked for a plan...How are we supposed to bargain intervention or bargain an intervention plan when there is no plan?" she said.
Dr. Gabe Simon, responding later in the meeting during a related resolution discussion, said the district had provided the intervention presentation materials "to Miss Steie and Muda two weeks before it was presented to the board" and that the district intends to continue bargaining impacts and effects with the union. "The district is keeping the conversation open," he said.
Trustees voted to adopt the district LCAP and LCFF overview after the public comment period. The board took a roll of motions and approved the item by voice vote (motion carried). The adopted plan will guide use of district and state funds for the 2026'27 school year and inform next steps for interventions, professional learning and family engagement.
The board also approved the charter site (Marysville Charter Academy of the Arts) LCAP in a separate vote during the same meeting.
