West St. Paul council adopts 2025 parks plan, approves conditional-use permit and bond sale

The West St. Paul City Council took a series of organizational and land-use actions during its Jan. 12 meeting and approved a bond sale.
In organizational business the council designated Councilmember Wendy Berry as Mayor Pro-Tem for 2026 after a motion by Councilmember Doug Fromm and second by Councilmember Robyn Gulley; the vote was 6 ayes / 0 nays. The council adopted Resolution No. 26-001 approving appointments to public agencies and approved permanent Rules of the City Council and a Code of Ethics as amended to update remote participation rules.
The council approved the consent agenda, which included the Dec. 8, 2025 meeting minutes; city business and rental licensing items (including a future liquor-license discussion for Foodsmith); a list of claims for Jan. 12, 2026; designation of city official depositories; amendments to the 2026 fee schedule for Dome and Ice Arena rentals; Dakota County Domestic Preparedness Committee JPA renewal; and final payment for Forcemain 4 and Lift Station 4 Projects (CP 19-4 and 20-7). The consent agenda passed on a 6–0 vote.
On General Business, Eric Weiss presented the 2025 Parks System Plan, which replaces the city’s 2000 plan after outreach including surveys, workshops and open houses; Councilmember Wendy Berry moved and Councilmember John Justen seconded adoption of the 2025 Parks System Plan as presented.
City Planner Melissa Houtsma presented a conditional-use permit to allow a medical office (Nova Recovery Center) at 33 Wentworth Avenue East. The Planning Commission had held a Dec. 16, 2025 public hearing and recommended approval 8–0. The council approved Resolution No. 26-004 approving the conditional-use permit by a 6–0 vote.
Finance Director Susan Earle presented the proposed bond sale and staff recommendation; Councilmember Doug Fromm moved and Councilmember Robyn Gulley seconded approval. The minutes record the council’s approval 6–0; the meeting minutes do not list sale terms or dollar amounts.
