Conservation commission issues dock determinations, housing permit orders and several certificates in June 22 meeting

At its June 22 meeting the Worcester Conservation Commission handled several routine permit actions and votes, including postponements, determinations for docks, orders of condition on housing projects, and certificates of compliance.
Early in the meeting staff reported that two items — the Providence & Worcester Railroad right-of-way RDA and a Notice of Intent for Two North Borough Street — requested postponement to July 13, 2026 with an extended construction-grant deadline of August 4, 2026; the commission voted to postpone both items.
On Lake Avenue North, applicants testified that several docks are existing city-right-of-way features. Rosie Castro and Simena Castro described a dock across from 1 Winneconnett and said it had existed for years; Rosie said she maintains the structure and keeps the area clear of trash. Staff recommended and the commission voted to issue a negative determination for that existing dock with conditions requiring a Chapter 91 license for any work seaward of the mean-high-water line and prohibiting fuel or chemical storage within 100 feet of the lake.
The commission also considered a separate Notice of Intent for a dock across from 175 Lake Avenue North. Staff described a 2020 enforcement order on that site, noted recent corrections and a wetland report, and recommended both issuance of an order of conditions and lifting of the enforcement order. The commission closed the hearing, issued the order of conditions (with standard erosion-control and wetland-demarcation measures), and voted to remove the enforcement order.
In other business the commission approved orders of condition for a two-family project at 454–456 Granite Street and for a single-family proposal at 5 Forest Hill Drive (filed under the city bylaw), and issued a certificate of compliance for 125 Northeast Cutoff after a staff site visit confirmed stabilization and planting. The certificate request for 3 Crest Avenue was postponed to July 13 pending final as-built permanent-marker plans. A separate compliance review for a project on Lodi Street identified a fence that needed a minimum 6-inch clearance to allow flood openings to operate; the commission required the owners to raise or modify the fence before a certificate would be issued.
Rosie Castro, speaking about the Winneconnett dock, said the structure ‘‘stays’’ year-round and that she maintains it and removes trash; staff reminded property users that any future structural changes must be permitted. Multiple motions throughout the meeting were adopted by voice vote.
