Stanhope council approves consent agenda, enrolls in shut-off program and seeks new fire-alarm bids

The Stanhope City Council on Nov. 18 approved its consent agenda and several administrative measures, enrolled in a setoff (shut-off) program, and declined to renew the City Hall fire-alarm contract with Summit Fire, directing the Mayor Pro Tem to solicit replacement bids.
At the start of the meeting Mayor Pro Tem Kempton Young called the session to order at 6:00 p.m. Council member Jill Haman moved to approve the consent agenda—which included the meeting agenda, the Oct. 14 city council minutes, payment of claims and financial reports for Oct. 1–31, 2025—and Mindy Hetland seconded. All voting yes, the motion carried.
Councilman Beau Jensen moved and Doug Sogard seconded a motion to update bank account signers so that incoming mayor Jeff Schroeder replaces Kempton Young on account information effective Jan. 2, 2026; the motion carried with all voting yes. Jensen also moved, and Sogard seconded, to enroll the city in the setoff (shut-off) program; all voted yes and the motion carried.
On a separate item the council approved the snowmobile route filing, which matches last year’s route; Jensen moved, Hetland seconded and the motion passed unanimously. The council also discussed updating the city’s ordinance book and noted that the Annual Financial Report and Street Finance Report have been filed and are available at city hall.
Council decided not to re-sign the Summit Fire alarm contract for City Hall and instructed Mayor Pro Tem Kempton Young to solicit bids from other vendors to replace the contract. During public comments, resident Caden Heck asked the council to clarify where city responsibility ends and private responsibility begins for electric and water installation and replacement at 390 Railway; the transcript records the question but no formal policy change or directive on that point.
Resident Peggy Phipps raised a concern about where snow piles will be located; Public Works employee Tim Dally said he would work with her to determine a suitable location. The council also discussed a possible tree removal project, noting there may be two trees in alleyways that could require removal.
Council member Beau Jensen moved to adjourn; Doug Sogard seconded, and the meeting ended at 7:03 p.m. Meeting postings were dated Nov. 20, 2025 at First State Bank (600 Park St.), the U.S. Post Office (605 Parker St.) and Stanhope Community Center (600 Main St.).
