Madison County approves housing plan and salary increases to recruit nursing-home staff
Summary
To reduce reliance on high-cost contract travelers, Madison County commissioners approved a short-term housing plan for 'core' nursing-home staff and agreed to salary increases for multiple nursing-home positions; commissioners asked staff to incorporate cost-of-living adjustments where possible and to advertise through NEOGOV and other channels.

Madison County commissioners approved a housing plan and salary adjustments for core staff at county nursing facilities intended to reduce costly contract-traveler expenditures.
Under the housing plan, core staff working multi-day shifts would be able to use existing county housing at a daily fee, enabling staff who live out-of-area to work a three-day shift and return home without becoming contract travelers. Commissioners discussed the plan’s structure, work-comp implications and the recruitment advantage of combining housing with higher, market-competitive wages.
On wages, staff presented a salary spreadsheet (covering positions such as RNs, LPNs, CNAs and housekeeping) and commissioners debated whether to immediately include a cost-of-living adjustment. A motion to approve the proposed salary increases was amended to instruct the administrator to incorporate the cost-of-living as feasible; the motion passed by recorded ayes.
Commissioners also discussed outreach and recruitment platforms (NEOGOV and social media) and the potential savings if permanent hires replace expensive contract labor.
Next steps: staff will finalize updated salary figures (including any cost-of-living adjustments specified by the board), proceed with advertised recruitment and report back on budget impacts.
