Council fast-tracks Center–Plymouth TIP project, approves takings and easements

The Brockton City Council voted unanimously on June 22 to adopt an order enabling the Plymouth and Center Street Transportation Improvement Program (TIP) project to proceed on schedule, approving permanent and temporary easements and small takings from multiple parcels.
The DPW commissioner told the council the approval was time-sensitive: MassDOT requires the city to complete the easement approvals at least 45 days before advertising the related construction contract. He said delays would push the TIP project — and other projects in the schedule — out by a year. The commissioner said the total permanent takings for the project are “about 6,000 square feet” and that of 12 parcels involved, seven are city- or quasi‑city-owned and five require payment, totaling about $32,000.
Councilors asked for clarifications about scope and payments. The commissioner described the work as a reconstruction of Center Street that will include new lighting, pedestrian and bicycle lanes, intersection improvements at Plymouth and Commercial streets, and a new traffic signal at Center and Plymouth.
Madame clerk recorded a roll-call vote with nine in the affirmative; a subsequent motion to reconsider failed. The council also reviewed detailed takings awards to individual property owners and authorized the mayor to execute dedications and related documents.
Next steps: The administration will finalize plans and coordinate with the post office and federal contacts as required to complete easement paperwork so the project can be advertised on the MassDOT schedule for construction in 2027.
