City staff recounted a Feb. 20 video conference with MnDOT staff about replacing storm sewers in front of the Opera House and along the Fire Hall, and work north on Grant Street that will include curb and gutter and sidewalks. MnDOT offered two options for the city: accept a 'zero dollar permit' (waive compensation) or pursue an appraisal-based fee of up to $2,500 for permit acquisition. The council chose the zero-dollar approach to allow MnDOT to proceed.
Council approval gives MnDOT the right to offer a property acquisition document and a copy of a resolution of the governing body; staff will coordinate any required documentation. The council motion carried; the transcript records the motion but does not list individual roll-call votes.
