The motion to amend Code §151.007(C)(4) was made by Councilor Dave Reed and seconded by Councilor Logan VanDeest; the measure passed on a roll-call vote with all ayes.
The ordinance — described at the meeting as a second reading of an amendment to Ordinance 151 (the zoning code) — updates the city's regulatory authority over cannabis-related special events. Clerk/Treasurer Sandy Burger earlier told the council that County Commissioners plan to meet in February on a possible memorandum of understanding (MOU) addressing cannabis licensing and compliance; the council's action clarifies that, as written, the city would license events rather than cede that authority to the county.
Councilors did not record extended debate during the second reading. Mayor Curt Tauber and council members present voted in favor; Councilor Andrew Hartley participated remotely and cast a roll-call vote in support. Council members and staff noted the city may need to revise other ordinances if the county's prospective MOU requires coordination.
What happens next: With the council's approval the amendment to Code §151.007(C)(4) is adopted as Ordinance 156. City staff and the clerk's office will follow up on any additional ordinance edits required by the MOU or by administrative rules, and the county's February discussions may inform further changes.
