Wrenshall council approves Task Order #7 to qualify sewer project for $5.3M PFA funding despite priority concerns

At its Feb. 4, 2026 regular meeting, the Wrenshall City Council voted to sign Task Order #7 and adopt Resolution 26-01 to advance a looping and co-located sewer project toward eligibility for Public Facilities Authority (PFA) funding.
Engineers Laura Ostlie-Bollig and Nathan Fiest presented Bollig’s recommendation to proceed with Task Order #7, which would authorize $609,000 in engineering work required to certify the project for roughly $5.3 million in PFA funding. Councilors questioned whether the sewer project should take priority over other local needs; the transcript records that some members expressed concern the project was not the city’s highest priority.
Councilor Steve Studniski moved to sign Task Order #7 and adopt Resolution 26-01; Councilor Sabrina Weber seconded. The motion passed 3–2 on recorded votes: Joyce Gvesrude voted no, Kevin House voted no, and Jeff Bloom, Steve Studniski and Sabrina Weber voted yes. The council’s action authorizes staff to move the project forward in pursuit of PFA funding; the motion does not itself commit the full PFA amount, which would be subject to later approvals and grant application processes.
Next steps identified at the meeting included continued coordination between city staff and engineers on the design and certification work required for the PFA application. No schedule for the PFA application or a detailed prioritization comparison with other city projects was provided during the meeting.
