Union City council approves storm sewer repair, trail project, Right-to-Know update and broadband resolution

Union City Borough Council unanimously approved several measures at its July 23, 2024 meeting to address infrastructure, procurement and administrative rules.
Council voted to accept a $5,000 quote from Mansfield to repair and reconnect pipe at a sinkhole in Municipal Lot No. 1, with the borough supplying pipes and fittings. The motion, moved by Councilor James Kerns and seconded by Councilor Steadman, carried unanimously.
The council also awarded the Devereaux Park/French Creek Trail construction contract to Vavala Concrete for the low bid of $84,774 after bids were opened. Councilor Osborn moved to award the contract; Councilor Steadman seconded the motion and it passed unanimously.
Solicitor Wachter recommended clarifying language in the borough’s Right-to-Know Rules and Regulations to address anonymous requests; Councilor Osborn moved to approve the recommended update, Councilor Steadman seconded, and the motion carried unanimously.
Finally, council acted on broadband planning: after a public meeting at 5:45 p.m. that drew no public attendees, council adopted a resolution authorizing an application to PBDA for Broadband Ready Community designation and appointed Erie Area Council of Governments to serve as the borough’s municipal broadband champion. The motion was moved by Councilor James Kerns and seconded by Councilor Melissa Winkler and carried unanimously.
Budget and procurement notes: the sinkhole repair will use Mansfield’s $5,000 quote and materials supplied by the borough; the trail contract award is for $84,774. No roll-call vote tallies beyond “carried unanimously” were recorded in the minutes.
The council adjourned the public session at 6:38 p.m.; an executive session on personnel and contracts ran from 6:42 to 7:37 p.m. with no action taken afterward.
